Approved Paint Colors

Do you have to stay with the approved paint color schemes for your home style? There are color schemes on similar homes that don't seem to be on the approved list. Can you still use them if approved by the board? Also, where is the application for the ARB? I see where it is mentioned, but I'm unable to find where to download it from. Thanks!
